Town mayors have the ability to set an additional tax on their port. By default, these taxes are set to their maximum value, but town mayors can adjust them as wanted via the port menu. A port must have a minimum number of ships docked at all times. A port is more than just a collection of ships, it requires a built-up town to support it. While there are no strict architectural requirments, a small wooden cabin or a few dirt huts will not qualify. Towns must have enough infrastructure to justify maintaining a functional port.

But ships alone are not enough to create a port, you must have a built up town to support it. There are no hard set standards for what a town must look like to have a port but a lone small wooden cabin or a few dirt huts wouldn’t be enough to support a port. Additionally a port must always have the minimum amount of ships in it. This means if you have only built the minimum amount of ships for your port you can’t take them out cruising with movecraft.

What are ports ?

When do port blockades happen ?

Port blockades occur only when a town is under siege during a war, forcing travelers to seek alternative routes or delay their journey until the conflict is resolved.
